Various mobs panic when taking falling damage

Summary

The Goats, Camels, Frogs, Sniffers & Armadillos are panic when taking fall damage

did not match like MC-253211, MC-253210, MC-256861 & MC-260089 was already fixed in 1.19.4 pre-release 1

Steps to Reproduce

1. Create a falling setup by any blocks in height
2. use of Goat, Camel, Frog, Sniffer & Armadillo spawn eggs or summon by commands
3. spawn at top of block tower

Observed results

The Goats, Camels, Frogs, Sniffers & Armadillo can panic in receiving fall damage

Expected behaviour

The Goats, Camels, Frogs, Sniffers & Armadillo would not panic when receiving fall damage
