Text-to-speech/Narrator only reads English

Summary:
On Nintendo Switch, the text-to-speech/narrator doesn't work properly in non-English languages.

Steps to Reproduce (Used language: Japanese):

1. Enable the text to speech for chat
2. Change language to Japanese
3. Type "こんにちは" in the chat
4. Send

Expected Results:
The narrator says "Konnichiha" (like the Android version)

Observed Results:
The narrator doesn't read anything
