Bells that are side-supported break when a block is placed underneath or above

Since a recent change, side-supported bells now break when a block is placed underneath or above

Repro Steps:

1. Place a bell on the side of a block
2. Place a block underneath or above the bell

Observed Results:
The bell breaks unexpectedly.
 
Expected Results:
The bell should remain in place, since it is attached at the side
