Mouse scrolls over topbar/window and taskbar midgame

Everytime I am mining, walking and looking, or just anything, the cursor is detected on the top of the screen or bottom of the screen which soft locks inputs to the game until you go to the crafting UI to resituate. Very frustrating and every where I have looked for a solution, there isnt one available.
