Flame book behaving differently than would be expected

Steps to Reproduce:

1. Get both fire aspect and flame books
2. try both on things like lighting candles, campfires and igniting tnt

Observed Results:

Only fire aspect has these flint and steel like properties

Expected Results:

both fire enchanting books would possess these abilities
