Thai language fonts are broken - only partially render

Thai language typed or copied into chat renders with missing characters/erroneous spaces added (dotted circles) instead of what is actually typed/pasted in.

For context, if you type Thai vowels and tone markers in the wrong order, these dotted circles can be expected to occur, but what's happening here is very different – these dotted circles and missing characters occur even when typed in the correct order.
