Zombies with armor and tools do not convert to drowned but infinitely drop their armor and tools

When I drown a zombie it fails to convert to a drowned but infinitely drops its armor and tools as shown by this clip https://clipchamp.com/watch/fBZ8sSbyApx 

Expected Result

The zombie converts to a drowned and drops all of its armor and tools once

Actual Result

The zombie doesnt convert to a drowned and continuously spawns its armor and tools as items

How to reproduce

1.Spawn a zombie with armor and tools

2. Put it in water fully submerged for 30 seconds

3. The zombie will continuously spawn infinite amounts of its armor and tools as items

 

This bug can be used to duplicate high level armor and tools such as enchanted netherite and can ruin the fairness of the game especially for servers.
