Cannot add text anywhere in Minecraft

This is for Xbox One.

 

I am unable to add text anywhere within Minecraft. I first noticed it when trying to add text to new signs. I've tried this in multiple different worlds, used different controllers, updated my controllers, created a new world, and tried different users. I tried with a keyboard device and without a keyboard device. The keyboard device works in other apps on my Xbox.

 

This happens in creative mode and in survival. This also happens in the title screen when trying to create a new world. I cannot type in chat or type commands.
