Cant set fire off with hand in survival

Since introduction of 0.15 we cant turn off fire with the hand. In all previous versions this was possible you just pressed on the block with fire and you would persih the fire. This is only possible now in creative but it is a bug as this is supposed to be possible also in survival such as PC.
