Glowing Obsidian particles appear at 0, -55, 0 instead of at source block

the particles emitted by the glowing obsidian block (tile.glowingobsidian.name) appear at 0, -55, 0 instead of the block of glowing obsidian emitting them, there is no issue with the particle command that emits the glowing obsidian particle. I've also noticed the particles do not appear unless you move.
