Cant join friends world/ now locked out of multiplayer

Was trying to fix a problem I had where I couldn't connect to my friends world despite doing everything I can following what I could on google. after going into my account settings on Xbox dashboard and switching "can join multiplayer games" off/on, I can no longer play online despite it being on, I've waited for 10 minuites now and still cant go online

After some reading, MCPE-157662 references that the join issue could be based around 64 and 32 bit operating systems, but I have no idea how to read/check that, and I was able to join my friend before on the same device so I dont think thats it, since I am locked out of multiplayer I am unable to do any more testing

I understand that this is partially a duplicate of MCPE-36190, but nothing is working at the moment and ive run out of options
