Cannot have water and lava animation textures with the height bigger than 32x1024 or 16x512

How to reproduce:
1. Make a texture pack with the water texture below.
2. Import/Export to MCPE files
3. Apply the texture pack
Expectation: Water texture
Reality: It is black
