Game crashes when activating a resource pack in a template world

The game crashed when I clicked the ACTIVATE button to load a Resource pack in a template world. But it doesn't appear in the normal world and this issue was not present in previous versions

Steps to Reproduce:

1. Create a Marketplace template world
2. Go to the Resource Packs tab and click on the "Available" button
3. Activate any resource pack

Observed Results:
Game crashes.

Expected Results:
Resource pack is activated.
