Strong Beacon and Potion effects removing weaker

Stronger effects remove weaker effects from the player, when they should be tracked so that they keep applying after the stronger effect expires.

How to reproduce:
1. Consume a Potion of Speed I.
2. Enter a Beacon's zone providing Speed II, or consume a Potion of Speed II.
3. Exit the Beacon's zone and wait 17s, or wait 1:30 for the stronger potion to expire.

What I observed: 
The stronger effect completely removes he weaker effect when it applies.
The weaker effect will not persist.

What I expected: 
The weaker effect to be hidden in the GUI, but still be tracked by the game so that when the stronger effect expires the weaker will continue.
