[MCPE-164812] Anvil breaks when placed on full block of top snow

Placing an anvil on top snow breaks the anvil if it is more than 1 layer, including a full block, but just removes the snow if it's only 1 layer

Behavior: Found when trying to place anvil in an area where the weather made the whole biome be full blocks of top snow

Expected: to be able to place it
