"Beautiful Skies" option no longer changes the sky color

Summary:
When the "Beautiful Skies" option is enabled, the sky color now looks the same as it does when the option is disabled.

Steps to Reproduce:

1. Go to Settings > Video and disable "Beautiful Skies"
2. Open a world and look at the sky color
3. Go back to Settings > Video and enable "Beautiful Skies"
4. Look at the sky color again

Observed Results:
The sky color doesn't change when "Beautiful Skies" is enabled.

Expected Results:
The sky color should change, just as it does in 1.19.50.
