Invalid banner pattern causes players in render distance to crash

Banners with an invalid pattern can cause any windows 10 player in render distance to crash. If you this nbt with an inventory editor then you can see the crash occur:

Steps to reproduce

1. Load in that item i provided above with an inventory editor
2. Observe that the game crashes if on windows 10

Steps to reproduce on linked world download

1. Load world on windows 10
2. Observe that the game crashes when trying to render the item frame with the banner inside it

This custom item is being used by hackers to malicously crash peoples games. If you are unable to load that item in, i have linked a world download with the banner in an item frame, which causes windows 10 players to crash.
