Vex & Allay do not sit in boats and minecarts properly

A Vex and Allay in a minecart or a boat will be sitting lower than it should, with part of it's texture going underneath. Just Similar MC-257349 & MC-249806 has been Fix

Step To Produce

1. Spawn Vex or Allay
2. Take Any Minecarts With Rails and Boats
3. Command ride @e [type=vex/allay] start_riding @e [type=(Any Ride)]

Observed Result
Vex and Allay Looks Sitting Lower Just Like Java Edition

Expected Behavior
Vex and Allay Should Can Sitting Above From minecarts and Boats
