Minecraft wont load in VR on SteamVR

When I try to open Minecraft in vr using this link minecraft://mode/?OpenXR=true Just the normal minecraft opens

I have SteamVR open and have the OpenXR runtime set to SteamVR
I have reinstalled Minecraft and Steam VR
My headset is an HTC Vive

This is not the same as MCPE-16946 as it is not crashing, it just ignores the VR all together
