not eligible for realms

hi when i try to create a realm server it shows the menu and it showsthe payment method i wanna choose is not eligible, as u can see in the screenshot bellow i have the money i need to buy the realms and even tho it dosent work please someone who can help me solve this tell me how i really want to buy a realm for my friends thats one of the reason i downloaded the app
