Slowness/Speed effect doesn’t get applied if you're in the sky

The bug is also in Java Edition, has already been reported:MC-2112

Steps to Reproduce:

1. Give yourself slowness/speed effect (high level is desirable)
2. Move while jumping

Alternative:

1. Give yourself slowness/speed effect (high level is desirable)
2. Move by flying

Expected Results:
Player speed becomes slower/faster

Observed Results:
Player speed becomes normal, or not apply the effect
