Fish and tadpoles make one jump when summoning in the air

Summary:
When using a summon command or spawn eggs for the summon of fish and tadpoles in the air, they make 1 jump, and then fall. I expected that mobs should not jump in the air (even when summoning).

Steps to reproduce:

1. Summon tadpoles or fish in the air using a summon command or spawn egg.

Observed results:
After summoning in the air, fish or tadpoles make one jump and fall.

Expected results:
When fish and tadpoles appear in the air, they will not make one jump, they will simply fall.
