Scaffolding acts improperly

You can't even speed place scaffolding as they always end up on top of it, and this drives me crazy.

Steps to Reproduce:

1. Place a solid block floating in air in Creative Mode

2. Place a scaffolding on top of that solid block, and then travel in one direction whilst placing scaffolding adjacent to the one already placed

Expected Result:

Scaffolding doesn't get placed on top

Observed Result:

Scaffolding always gets placed on top while you try to speed bridge using scaffolding
