Zombie Pigmen don't spawn when nether portal is relit in negative Y

I tried to make pigmen spawn in the overwolrd by breaking the portal an reliting it, but it doesn't seem to work if the portal is or start in a negative Y value. It works whenever the portal is over Y [0] tho. I tried this on different portals with different dimensions
