Issue with /fill command

When trying to build in the end in creative mode I found the /fill command wouldn’t always work. Sometimes it would let me fill a space just fine but other times it would come up with the error message “cannot place blocks outside of world”. The message usually appeared when I was trying to fill a flat, horizontal area.
