RTX does not work

RTX texture packs do not work since the 1.19 update. Receive the error message "Resource pack fallback. Low Memory. Textures will have reduced level of detail.". Brand new PC. ROG Strix with 3080 ti...it's not low memory. NON-RTX packs work fine. None of the RTX packs i can find will work properly. Worked fine until 1.19. Also game crashes 50% of the time when trying to load ANY texture pack. Thanks.
