Cannot right-click to place chiseled bookshelves on top of another one

Preview 1.19.50.21 added the new major update features for testing. However, when right-clicking on top of a chiseled bookshelf in a attempt to place another one on top, it doesn't place it, it just plays the swing animation and the block isn't placed.

I don't know if this is intended.

Steps to reproduce:

1. Get a chiseled bookshelf and place it anywhere.
2. Try to place another one on top of it
3. Notice that the block isn't placed

Expected:

The block is placed.

Actual:

The block isn't placed

Workaround:

Shifting while right-clicking.
