End portal blocks break after breaking frame

Summary:
Since version 1.16, if you break the frame of the end portal, the portal blocks are broken. This does not match the Java edition. MC-1174 has been resolved to work as intended.

Steps to reproduce:

1. Build/find an end portal.
2. Activate it.
3. Break the end portal frame block.

Observed results:
The portal blocks broke after the portal end frame broke.

Expected results:
Portal blocks will not break after breaking the portal end frame.
