Turn Off Achievements Dialogue still appears even though achievements are already turned off

When I have addons, whenever I go to behavior packs and enable one the turn off achievements dialogue keeps on appearing even though achievements are already turned off.

Steps to Reproduce:
1. Download an addon from mcpedl
2. Enable it on an existing world and then play it
3. Exit the world

4. Install a different addon

5. Go to that same world and then enable the behavior pack

Observed Results:
After you enable behavior packs the dialogue appears

Expected Results:
The dialogue should not appear when achievements are already disabled in your world.
