Filled by lava/powder snow cauldron are not filled with water after placing water on top

Summary:
When the water is placed on top of the lava/powder snow cauldron it is not filled automatically with water. After interacting with the lava/powder snow cauldron, it is replaced by water cauldron.

Steps to reproduce:

1. Place cauldron.
2. Place lava/powder snow in the cauldron.
3. Place the water on top of cauldron.
4. Try to make any interaction with the cauldron (place the block, use the item).

Observed results:
The cauldron will stand with lava/powder snow under water before interaction.

Expected results:
The cauldron with lava/powder snow will be filled with water after placing water on top.
