When using /fill and coordinates within the world, prints "Cannot place blocks outside of the world"

When I use the fill command with coordinates within the world, it says "Cannot place blocks outside of the world", and that doesn't make sense. For example, one of the affected coordinate pairs is 117 -61 -46 and 30 -61 -127. That is way less than the maximum amount of blocks.
