Item duping & giving bypass

Exploiters know a way to give items with NBT and dupe items. Using this method you can dupe/give items on any worlds- Locally hosted singleplayer or multiplayer, realms, or even servers. From looking further into this matter, I have found that most hackers use the inventory_transaction packet (0x1E). From what I can understand, the exploiters send the server information that they are placing the item they would like to give/dupe into the crafting slots in their inventory to validate it, then place it in the inventory afterwards. I have attached the packet that they use to perform this.

This is a recurring issue on realms, multiplayer servers and locally hosted worlds, and affects most (if not all) server owners as their server's economy can be ruined by an exploiter giving netherite, diamonds, or other similar items.

It seems as though it should be a fairly simple fix, and seeing the mob vote test server get taken down by this method shows how badly this needs to be patched.
