Logging off while a minecart is on a powered rail or detector rail and logging back on causes the minecart to stay stationary with the rail lit up

I'm making a map and there's an issue that I keep running into and it's getting to be very annoying. Sometimes if I log off of the world and log back on, some minecarts I need for this world don't move or get stuck. I keep doing tests to see if the minecarts keep moving after I fix them, and they seem to move just fine. However, if I leave the world when a minecart is moving over a powered rail and log back in, the minecart will stay stationary while the rail is still lit up, and sometimes it won't be lit up at all.
