Mending on pickaxe does not work

Netherite pickaxe with mending, efficiency 3, unbreaking 3, and silk touch will not mend. the animation for it collecting the xp showed but the bar showing the durability did not move whatsoever. I tried xp from furnaces and cows, I also tried closing minecraft and logging back in.
