/setmaxplayers can't run on command blocks

Steps to Reproduce:

1. Enter a command in a command block: /setmaxplayers 40
2. Active the command block

Expected Results:
A log that the command is succeed will appear in the chat column

Observation Results:
The execution fails as "Unknown command"
