Villagers will not take a profession until after a bed is placed

Description:
A Villager will not take any form of profession until after they have linked with a bed.

Steps to Reproduce:
1. In a Creative World, spawn a villager.
2. Place any form of workstation next to the villager. (Take note in how the Villager won't take the profession)
3. Place a bed a few seconds after placing the workstation.

Observed Result:
The Villager won't take any profession. After placing the bed, the Villager will take the profession.

Expected Results:
The Villager should be able to take a profession regardless if it is linked to a bed or not.

Notes:
Any Villagers in an area will not take any professions until at least one bed is placed. Once a bed is placed, then all the Villagers will take professions immediately.
