Yellow/Orange Creeper cape is no longer accessible

{}I used to have the yellow/orange creeper cape but I had a glitch happen to Minecraft and I had to delete it and re install it but when I reinstalled it I could. No longer access the cape. I think this is because it was reinstalled after 2019 when the cape was given out. Is there a way for me to get the cape back
