Command [/] button is missing from chat/command UI unless Cheats are enabled.

I can't use the operator commands in the world i created
The commands button isn't there
I would have to type in the command in order to use it
It's a big time waste especially since I use a controller 

Steps to Reproduce

1. Create new world with Cheats disabled
2. Open the Chat view

Observed
The [/] button is missing even though some commands are permitted.

Expected
The [/] should always appear in the chat/command screen.
