Ticking area issue

When trying to add a ticking area, to my world. It prevents it from placing it to wherever the cords i put is. It always sets the y level of the ticking area to 0. I have the same issue with every world i make, ive tried restarting my pc, restating minecraft, etc. Pleas fix this issue. Im making a mini game and i need to use the ticking area commands asap. Some other people reported this issue aswell, but they got denied because of not a good explanation for the bug report
