Potion particles start showing after drinking a potion even when I already gave myself the effect with hideParticles set to true

Potion particles start showing even when i set hideparticles to true when I drink the same potion or receive the conduit/beacon effect 
This is so much more annoying when it starts raining with conduit nearby , so its impossible to hide the conduit effect particles.
This bug works with every potion and beacon/conduit effects.

Steps to Reproduce:
1. Go to world with cheats on
2. /effect @s speed 9999 1 true
3. drink speed boost potion

Observed Results:
potion particles start to show up 

Expected Results:
potion particles shouldn't show up
