Ghast can't turn in minecart

All other mobs appear to be able to turn a full 360° while trapped in a minecart. However, ghasts all get stuck and are not even able to turn 90° to look to their left or right. Even if attacked, the ghasts take damage but do not attempt to fire because they are unable to turn to see their target.
