"Failed to find either texture set or image file of name"

We've received a report with the following error: 

[Texture][warning]-Failed to find either texture set or image file of name (ms-appx:/data/images/textures/items)

However, we could not replicate the error ourselves, and there appear to be no textures missing. Could this be a client-side issue?
