Haste 1 is buffed compared to Java

Haste 1 is capable of instamining stone with a diamond/netherite efficiency 5 pickaxe

 

How to reproduce:

Power a beacon to haste 1 and use a diamond/netherite pickaxe enchanted with efficiency 5

 

Expected behavior:

Haste 1 shouldn't grant the ability to instamine stone, haste 2 should
