Names/Hovering Text is off by a pixel

On named mobs, players, and hovering command block text, the characters have been moved upward by a pixel since 1.19.20.

To reproduce, either:
A. Give a Hover Note to a command block
B. Let another player join your world, and view their tag
C. Name any nameable mob

Expected Results:
The text is centered within the transparent gray rectangle.

Observed Results
The text is offset within the transparent gray rectangle.
