Achievements do not pop off, yet they have 100% in progress bar/

I have been grinding achievement. At first, everything was fine, achievements were popping off, but at one point, I noticed that they stopped. I took a few hours break, then I looked at Xbox Game Bar and saw that I have 100% in progress bar, but they are still locked. Reinstalling the game, doing achievement for second time, nothing worked, even doing other achievements stopped to pop off.
