XP not storing on furnace (smoker or blast)

usually one of the most requested options for farming xp is cooking large ammounts of something and taking it out with a hopper. i just created a new world and made a Kelp farm for it to work as a xp farm, but the smoker is not storing the xp or not giving it. I would not think that was the ammount of the kelp been cooked because it was more than 2 double chest worth of cooked kelp and only provided about 3 levels of xp (from 20 to 23 xp levels). it is the minecraft bedrock (windows 10) version 1.19.11
would apreciate if it could be fixed.
