Zoglin will uselessly attack the parrot on the player in creative

Summary:
Zoglin will uselessly attack the Parrot on the player in creative. In the Java edition, Zoglins do not attack Parrots when they are mounted on a creative player.

Steps to reproduce:

1. Summon a parrot.
2. Tame a Parrot.
3. Get the parrot to sit on your shoulder.
4. Summon a Zoglin.

Observed results:
Zoglin tries to kill the parrot on the player in creative.

Expected results:
Zoglin will not try to kill a parrot when it is on a creative player.
