Axolotls dont spawn?

I have found a bug that has persisted ever since axolotls could only spawn in lush caves, they dont spawn, i dont know it its world generation, axolotl code bugs, or just the fact my switch fell a few times, ive been looking for a vlue axolotl, no luck, so i wanted to get at least AN axolotl, no luck
