Crossbow and blocks

If you have a crossbow, ig it has no arrows, it allows you to breka a block, if it has an arrow ready, it doesn let you, i dont know if enchants matter but i had unbrwaki g 3, mending, multishot 1, and qyick chatge 3, sorry for bad spelling im on a phone
