Water chunks sometimes will flash when breaking blocks or flying around

Water chunks sometimes will flashing when breaking blocks or flying around. I have experienced this bug many times while playing. 

Steps to reproduce:

1.find a river biome.

2.fly around the river and break some blocks around the river and pay attention to the apperence of water chunks around you.

Expected results:

water chunks will not flash.

Observed result:

water chunks will flash.
